The 2025 Foam Extinguisher Ban: Are You Currently Non-Compliant? (2026 Update)

The July 2025 deadline for PFOA-based fire extinguishers has now passed. If your business is still holding "legacy" foam extinguishers, you may be operating outside of UK law.
At ABC Fire Response, we are finding that many businesses across West Yorkshire still have non-compliant equipment on their walls, often without realising it. With the April 2026 update to PFAS regulations now in effect, it has never been more critical to audit your fire safety stock.
The 2025 Ban is Now Law
As of 4th July 2025, the use, servicing, and refilling of fire extinguishers containing PFOA (C8 "forever chemicals") became prohibited under UK REACH and POPs (Persistent Organic Pollutants) legislation.
If you haven’t replaced your old foam units (typically those manufactured before 2015), you are no longer just "behind the times"—you are likely in breach of environmental and fire safety regulations.
New for April 2026: The C6 Restriction
The landscape shifted again on 10th April 2026. While some "C6" (short chain) foams were permitted as a temporary bridge, new restrictions now strictly prohibit the use of these foams for training and testing unless 100% containment and safe disposal are guaranteed.
The UK is moving toward a total phase-out of all fluorinated foams. Choosing a Fluorine-Free (F3) alternative today is the only way to future-proof your business against the next wave of bans expected by 2030.
The Risks of Non-Compliance in 2026
Staying with "old" foam isn't just an environmental issue; it’s a massive business risk:
Insurance Invalidation: In the event of a fire, if your extinguishers are found to be banned PFOA models, your insurer may have grounds to contest or reject your claim.
Legal Fines: The Environment Agency and Fire Authorities have the power to issue enforcement notices and fines for the illegal storage or use of banned substances.
Hazardous Waste Costs: Disposing of these chemicals is becoming more expensive. The longer you wait, the higher the "legacy" disposal fees may climb.
How to Tell if Your Site is at Risk
Check your fire extinguisher inventory for these three red flags:
Manufacture Date: Any foam extinguisher manufactured prior to 2015 is almost certainly a banned C8/PFOA unit.
The Label: Does it say "AFFF" or "Fluorinated Foam"? If it doesn't explicitly state "Fluorine-Free" or "PFAS-Free," it needs a professional review.
Service History: If your last service was a "basic" check and didn't mention the chemical composition, you may be sitting on a compliance gap.
